Five UTVs set to Tackle the 42nd Baja 1000

ENSENADA, Mexico--With racers competing in 30 Pro and 6 Sportsman classes for cars, trucks, motorcycles and ATVs, 345 total entries are ready to start the 42nd Annual Tecate SCORE Baaja 1000 desert racein Ensenada, Mexico.

Sal Fish’s SCORE International is completing its 36th year as the World’s foremost desert racing sanctioning body and the event is the finale of the five-race 2009 SCORE Desert Series. The world’s best desert racers have come from 39 U.S. States and 14 countries to gather on the majestic Baja California peninsula. Among the entries are 25 class winners from last year’s race. Late entries will be accepted up until Friday morning.

This year’s 672.85-mile race will start for the 35th time and finish for the 20th time in Ensenada. The motorcycle and ATV classes will start their journey at 6:30 a.m. PST Friday, with the car and truck classes starting at approximately 10:30 a.m., or three hours after the last ATV leaves the line. Vehicles will leave in 30-second intervals in the elapsed-time race and while the fastest finishers are expected to complete the course in approximately 14 hours. All vehicles will have a 31-hour time limit to become official finishers in the legendary adventure.

The race will start and finish on Boulevard Costero adjacent to the picturesque Bahia de Todos Santos in front of the historical Riviera del Pacifico Cultural Center in the heart of Ensenada.

It’s the oldest and most well known of all desert races, and it remains as the single most appealing accomplishment to a racer. Since 1967, the Granddaddy of all desert races has been run over the mysterious Baja California peninsula. This year’s course will be run totally in the Northern part of the peninsula.

Muzzys Congratulates Winners of the 2009 Lucas Oil Off-Road Racing Series

CYCLE GEAR MAKES 10K DONATION TO KEEP TRAILS OPEN

Benicia, CA (November 19) - On November 16, 2009, Cycle Gear, the country's largest retailer of motorcycle apparel and accessories, presented a check for $10,000 to the BlueRibbon Coalition in support of the organization's efforts to ensure continued access to public lands.

The check presentation symbolized Cycle Gear's total donation to BRC via its Trail Access Fund of matching funds in 2009. This is the 7th year in a row in which Cycle Gear matches (dollar for dollar, up to $10,000 per annum) club and rider donations to the Fund.

Dave Bertram, off-road hero and CEO of Cycle Gear, states, "Despite the tough economic times that we all are facing, Cycle Gear is committed to this grant program in support of BRC's efforts to successfully champion our right to access trail-based recreation on public lands."

Chad George Clinches 2009 Unlimited UTV Championship

#624 Chad GeorgeWith three classes actually out on the track in each UTV race (Unlimited UTV, Limited UTV, and Modified UTV), there are three different UTV championships, two of which had already been decided. Hans Waage is this year’s Limited UTV champion, and Dan Kelly is the Modified UTV Champion, so the only title left in today’s UTV race was the big one: the Unlimited UTV championship.

Austin Kimbrell jumped out to the early lead in his #607 UTVUnderground.com/Weller Racing Kawasaki, ahead of Robert Vanbeekum in the #664 Xtreme Machine and Fabrication/LorenzStudio.com Kawasaki. By the competition yellow, RJ Anderson was up to third in the #637 Walker Evans Racing/K&N Polaris, with Roger Stokes fourth in the #657 HRT Motorsports machine and Kelly fifth in the #800 Muzzys Performance Products Kawasaki. After green flag racing had resumed, a spin by Stokes allowed the #694 Beard Seats/C&G Motors Kawasaki of Tyler Winbury into the top five. Soon afterwards, Anderson pulled off the track and out of the race, and with one lap to go, Kimbrell was having a field day, leading the field by a long ways. On the final lap, Kelly dropped one spot to the #655 COD machine of John Dempsey after incurring a right rear flat tire, while the other positions remained unchanged. Kimbrell took a dominating win, followed by Vanbeekum, Winbury, Dempsey, and Kelly. Having crashed heavily in the Super Lite race yesterday, it was fortunate for points leader Chad George that he only needed to start today’s race to secure the title, which he did. A very sore and visibly limping George finished seventh in his #624 Funco/King Shocks Kawasaki today, giving him the ’09 Unlimited UTV Championship. Kelly won the Modified UTV race, and Pierre Perret won the Limited UTV race in his #709 Perret Motorsports machine.

ROV industry working on design standards


IRVINE, Calif. Nov. 9, 2009 – The Recreational Off-Highway Vehicle Association (ROHVA) is working with the industry and other interested parties to develop a voluntary American National Standard (ANSI/ROHVA 1-200X) that addresses the design and performance of ROVs sold in North America.

The ANSI standard development process requires involvement from a variety of interests. Participants involved in the process, from the US and Canada, include the U.S. Consumer Product Safety Commission (CPSC) and other government representatives, industry, consumers and other interested parties. Through the ANSI process, managed by ROHVA, those participants will reach consensus on an appropriate ANSI standard for ROV equipment, configuration and performance requirements.

The proposed standard will address design, configuration and performance aspects of ROVs, including, among other items, requirements for accelerator, clutch and gearshift controls; engine and fuel cutoff devices; lighting; tires; service and parking brake/parking mechanism performance; lateral and pitch stability; occupant handholds and Roll-Over Protective Structure; occupant -restraints; and requirements for safety labels and owner’s manuals.

The balloting of the first draft of this proposed ANS was completed July 27, 2009. Comments were received as part of the balloting process and were reviewed and responded to by letter. All accepted comments have been included in the current proposed standard dated October 12, 2009.

The proposed standard is open for public review and comment by directly and materially affected persons. The public comment period closes December 7, 2009. Printed review copies are available from ROHVA for $60. To request a copy contact ROHVA at (949) 255-2560, ext. 3023.

ROHVA and its member companies strongly recommend that ROV drivers and passengers follow these important safety rules:

1. Always wear a helmet and other protective gear, use the seat belts, and keep all parts of your body inside the ROV.
2. Never drive on public roads unless the road is part of a designated trail system or except to cross when safe and permitted. ROVs are designed to be operated off-highway.
3. Drive only in designated areas, at a safe speed, and use care when turning and crossing slopes.
4. Never drive under the influence of alcohol or other drugs.
5. Never drive an ROV unless you’re 16 or older or have a driver’s license. ROVs are not toys.
6. Never carry more passengers than the ROV is designed for, and never allow a passenger who is too small to sit in a passenger seat to ride in the ROV.
7. Read and follow the operator’s manual and warning labels.

The Recreational Off-Highway Vehicle Association is a national industry organization that promotes the safe and responsible use of ROVs. U.S. representatives request administrative order that would shut off-highway vehicles out of 9.4 million acres in Utah

PICKERINGTON, Ohio -- The U.S. representative from New York who is sponsoring U.S. House bill H.R. 1925, which would close 9.4 million acres to off-highway vehicle (OHV) riding in Utah, has sent a letter to Interior Secretary Ken Salazar requesting the secretary use his administrative powers to close those lands, the American Motorcyclist
Association (AMA) reports.

Rep. Maurice Hinchey (D-N.Y.), along with 88 other U.S. representatives who joined Hinchey in sending the letter, is asking for the administrative action while the House debates H.R. 1925, also called America's Red Rock Wilderness Act of 2009.

Not a single representative from Utah supports H.R. 1925, which would designate 9.4 million acres managed by the U.S. Bureau of Land Management as Wilderness.

Once land is designated as Wilderness, no vehicles, including motorcycles, ATVs or bicycles, are allowed on that land. Even horseback riders would be banned.

"It is outrageous that Rep. Hinchey would attempt to bypass congressional procedures to put into motion the intentions of a bill that lacks the support of even one representative from the state that bill would impact," said Ed Moreland, AMA vice president for government relations. "This attempt is even more shocking in the sense that much
of the land in question does not even meet the definition of Wilderness included in federal law. According to the Wilderness Act of 1964, Wilderness can only apply to lands 'retaining its primeval character and influence, without permanent improvements or human habitation.'"

Included in the 9.4 million acres that the representative from New York wants to close forever to Utah's OHV community are existing OHV riding areas around Moab, the San Rafael Swell and Chimney Rock. These popular OHV areas represent some of the most important remaining OHV recreation areas in Utah, and are some of the most popular with responsible OHV riders. The targeted areas also include existing roads and developments.

H.R. 1925 would be particularly harmful coming on the heels of the recently enacted Omnibus Public Land Management Act, which closed more than 2 million acres of public lands. This vast Wilderness bill would take away
additional recreation opportunities that stimulate the local economies and are currently enjoyed by local residents and visitors alike.

Lucas Oil Off Road Championship Race in Primm November 14-15, 2009

(November 11, 2009) – The finale of the Lucas Oil Off Road Racing Series (LOORRS) inaugural season is coming to the Primm Valley Motorsports Complex in Primm, Nevada November 14th and 15th. The series returns to the off road track in Primm, the location of the season opener, where season ending battles for championships in virtually every class will be contested in rounds 11&12.

With his first visit to Primm this year, Robert Naughton immediately struck his claim on the Unlimited Lite field by sweeping rounds 1&2 at the first event. He ultimately relinquished his hold on the class in rounds 9&10 as Chris Brandt, with a season of consistent podium finishes, took the top spot heading into Primm. Throughout the season, Metal Mulisha General Brian Deegan has fought his way through the class to find himself in contention for a championship. Now, along with Naughton, looking to storm back from his disappointment in Surprise, Arizona, the pair are certain to challenge Brandt for the title until the last lap of the weekend is completed.

Over the length of his short course racing career, Carl Renezeder has faced a multitude of challenges and challengers. This weekend in Primm he looks to complete what could be his greatest accomplishment yet: championships in both the Unlimited 2 and Unlimited 4 truck classes. While the 860hp trucks Renezeder fields in competition appear to be quite similar, the two and four wheel drive characteristics of each truck require drastically different approaches when navigating the high flying off road tracks. The difficulty of accomplishing a double championship will be amplified by the resolve of both Alan Pflueger and Jeff Ward. Pflueger, the Unlimited 4 newcomer, sits just behind Renezeder as these teamates will square off for the final time this season while Ward is looking to amplify his amazing rookie year by taking the top spot in U-2.

The Primm Valley Motorsports Complex is located just south of Las Vegas in Primm, Nevada. Practice and qualifying sessions will be held on Friday, November 13th with racing action throughout the day on Saturday and Sunday. Gates will open at 9am. Short course off road racing will return to The Lake Elsinore Motorsports Complex for the Rockstar Energy/Lucas Oil Challenge Cup December 11th and 12th. The Rockstar Energy/Lucas Oil Challenge Cup is a stand alone event, featuring unprecedented purses in a variety of short course off road racing classes.

Polaris RZR Lower A-arm Stiffener Kit now available from ATR

New from All Terrain Research - These machined tubes sleeve the factory Polaris RZR rear lower A-arm tubes and strengthen it at a point where the arm receives a lot of force. Breaking the lower spindle bolt is a common problem with the way the lower coilover mount is on the back side of the arm. This causes the a-arm to want to twist with hard impacts where it can shear off the bolt head.

ATR's bolt in sleeve strengthens the a-arm where it needs it the most and spreads the forces from the coilover more evenly across the a-arm. This should also add to the life of the outer spindle bushing.

Another nice feature ATR built in is CNC machined end pieces with rubber O-rings that close up the open tubes and keep them from getting packed with mud and dirt. Tubes and machined end pieces have a Zinc Chromate finish and come with stainless machine screws.

ITP COMMITS TO THE ULTIMATE TEST: THE BAJA 1000!

Building on a winning performance in June at the Baja 500, ITP and parent Carlisle Tire & Wheel Company will be putting their products to the ultimate test at the upcoming Baja 1000. ITP and Carlisle have partnered with DragonFire Racing to tackle this historic event in a specially prepared Kawasaki Teryx. The driving team is composed primarily of ITP/Carlisle employees, competing in the UTV Sportsman class. Their car, #1801, will be using ITP’s rugged BajaCross tires mounted on ITP’s new T-9 Pro Mod spun aluminum wheel. This wheel was developed as a direct result of experience gained in the Baja 500. Additional backing for this entry comes from Black Rock off-road wheels and Ultimax performance belts. A similar car, #1803, is being fielded by the same Team Green Kawasaki DragonFire Racing crew that won the Baja 500. The teams will share pits, equipment and other resources.

This 42nd Annual Tecate SCORE Baja 1000 consists of a rugged 672-mile/1000-kilometer course that starts and finishes in Ensenada and travels much of the northern half of the majestic Baja California peninsula. More than 275 entries are expected, from 34 states and 12 countries.


The motorcycle and ATV classes will start their journey at 6:30 a.m. (Friday, Nov. 20) with the car and truck classes starting at approximately 10:30 a.m., or three hours after the last ATV leaves the line. The UTV Sportsman class will be the last to start, and will certainly have a considerable amount of night driving in store later in the event. Vehicles will leave in 30-second intervals in the elapsed-time race and the fastest finishers are expected to complete the course in approximately 13 hours. All vehicles will have a 31-hour time limit to become official finishers in the legendary adventure. The ITP/Carlisle #1801 entry will be carrying a GPS tracking system, so the team’s progress can be followed at this web page: http://www.trackinginternational.com/site/score/tracking/.

Pre-race festivities are on Thursday, Nov. 19, including the vastly popular tech and contingency of all vehicles and the SCORE Manufacturer’s Midway, to be held from 9 a.m. to 5 p.m. on Boulevard Costero in front of the Riviera del Pacifico Cultural Center.

This year’s Tecate SCORE Baja 1000 will be televised on a delayed basis as a one-hour NBC Sports special, in association with SCORE and Aura360, for the sixth consecutive year, scheduled to air at 2 p.m. (EST) on Sunday, Dec. 19, on the NBC Television Network. It will also air on a delayed basis outside of the U.S. on ESPN International.

Polaris RANGER Club Celebrates 5th Anniversary



In December of 2004, Gary Lenon started PRCforum.com with the idea of hosting a website for Polaris Ranger enthusiasts to discuss ideas, solve problems, share stories about rides, organize gatherings, and share a fellowship with other folks also interested in the Polaris Ranger.

From the start, it has been a goal of PRC to maintain a family-friendly forum where members won’t feel intimidated to discuss their particular issues. Starting with just a handful of friends, PRC has grown to well over 10,000 members and continues to add friends everyday. Last year, PRC also started a sister site, www.PolarisRZRClub.com, where Polaris RZR enthusiasts come to discuss their affinity for the Polaris RZR.

42nd Tecate SCORE Baja 1000 desert race to be held Nov. 19 - 22

LOS ANGELESAdventurers and the world’s best desert racers will begin practicing Friday as official pre-running starts for November's 42nd Annual Tecate SCORE Baja 1000 desert race.

With over 325 entries expected to compete in 29 Pro and 6 Sportsman classes for cars, trucks, motorcycles and ATVs, the granddaddy of all desert races will be held Nov. 19-22 in Ensenada, Mexico. Completing its 36th year as the World’s foremost desert racing sanctioning body, the event is the finale of the five-race 2009 SCORE Desert Series. To date entries have come from 38 U.S. States and 13 countries.

It’s the oldest and most well known of all desert races, and it remains as the single most appealing accomplishment to a driver. Since 1967, the Granddaddy of all desert races has been run over the mysterious Baja California peninsula. Because of the economics and logistics involved, some years it is a peninsula run while most years it is a loop race, starting and finishing in Ensenada.

This year’s 672.85-mile race will start for the 35th time and finish for the 20th time in Ensenada. The motorcycle and ATV classes will start their journey at 6:30 a.m. (PST, Friday, Nov. 20) with the car and truck classes starting at approximately 10:30 a.m., or three hours after the last ATV leaves the line. Vehicles will leave in 30-second intervals in the elapsed-time race and while the fastest finishers are expected to complete the course in approximately 14 hours. All vehicles will have a 31-hour time limit to become official finishers in the legendary adventure.

The race will start and finish on Boulevard Costero adjacent to the picturesque Bahia de Todos Santos in front of the historical Riviera del Pacifico Cultural Center in the heart of Ensenada.

Pre-running on the 672.85-mile loop course will officially begin on Saturday. Pre-running will be allowed from Ojos Negros and back, starting at race mile 43.3. One way pre-running from the start to Ojos Negros will be allowed only on Wednesday and Thursday of race week (Nov. 18 and 19). During the race, the first section of the course, approximately 40 miles, will be used leaving the city and returning to Ensenada.

While late entries are accepted up to race day, a total of 303 entries have officially been accepted for the race as of today which will put the starting field in the top 10 in the 42-year history of the storied event.

“We have been able, with the dedication and cooperation of many of our friends in Baja California, to develop a race course for the 42nd Annual Tecate SCORE Baja 1000 that will challenge even the most experienced of our great SCORE desert racers,” commented Sal Fish, SCORE President/CEO since soon after it was founded in 1973. “This great, great course presents the competitors with all of the variety of terrain and elevation changes you could possibly hope for along with the dramatic beauty of Baja. This spectacular race course features the best of the courses we have used in our last three SCORE Baja races.”

With massive crowds reaching nearly 250,000 anticipated to again be spread out along the rugged course that travels from Ensenada, down Laguna Salada to San Felipe, down through the legendary Matomi Wash, around Mike’s Sky Ranch, through both Rancho El Trachis and Rancho El Coyote, down the infamous Simpson’s Hill and back to the Pacific Coast below San Vicente and up through Santo Tomas, Uruapan and back to Ojos Negros, covering much of the northern half of the majestic Baja California peninsula to and from Ensenada.

From the start in Ensenada the course will go east to Ojos Negros for almost 40 miles which will be raced in both directions during the race. From Ojos Negros, the course will travel in a clockwise direction. From Ojos Negros, the course turns South to El Alamo and then east up through the Summit and makes a South turn at Cohabuzo Junction and on to the the infamous Laguna Salada, paralleling Mexican Highway 5. Next is San Felipe loop where the course will cover some of the rugged Tecate SCORE San Felipe 250 course including the magnificent Matomi Wash.

After the San Felipe loop, which travels in a counterclockwise direction from and back to Borrego, the course will head north and northwest, joining Highway 3 for a short distance to the Mike’s Sky Ranch turnoff. Then the course heads behind Mike’s and around Rancho Trachis and Rancho Coyote and down the challenging Simpson’s hill. From this point the course is very similar to the Tecate SCORE Baja 500 heading north along the Pacific Ocean below San Vicente and past Erendira, back inland up through Santo Tomas then turning northeast just past Uruapan winding its way back to Ojos Negros for the final charge back to Ensenada. In the Erendira area, the course avoids the rocky section along the Pacific, taking instead a high plateau east of that area.

The course features six checkpoints, where vehicle numbers and passing times are recorded to help verify the information gathered on the electronic recording devices that are mounted on all vehicles in the race.

The locations of the six checkpoints are: Checkpoint 1 (race-mile 90.03, North of Santa Catarina), CP2 (rm213.27-southwest of Borrego), CP3 (rm309.80-South of San Felipe), CP4 (rm401.94-Southwest of Borrego), CP5 (rm 535.32-San Vicente Vineyards) and CP6 (rm631.25-Ojos Negros).

Pre-race festivities on Thursday, Nov. 19, for the Tecate SCORE Baja 1000, including the vastly popular tech and contingency of all vehicles and the SCORE Manufacturer’s Midway will be held from 19 a.m. to 5 p.m. on Boulevard Costero in front of the Riviera del Pacifico Cultural Center. The pre-race mandatory driver/rider briefing will be held Thursday, Nov. 19 at 7 p.m. in the Cathedral Room at the Riviera del Pacifico Cultural Center. Racer and media registration will be held at the San Nicolas Resort Hotel from 2 p.m. to 6 p.m. on Wednesday, Nov. 18 and from 9 a.m. until 5 p.m. on Thursday, Nov. 19.

While entries will be accepted up to race morning (Friday, Nov. 20), late entries will be assigned the next available number and starting position within each class.

The post-race Tecate SCORE Baja 1000 Survivor’s Celebration will be held poolside at the San Nicolas Resort Hotel at 10 a.m. on Sunday, Nov. 22.

The car and truck classes with the most entries to date are SCORE Trophy-Truck (34), Class 1 (23), Class 1-2/1600 (13) and Class 10 and SCORE Lite (10 each).

Among the motorcycle and ATV classes, the open motorcycle Class 22 has the most entries to date with 18 followed by Class 30, riders 30 years old and over, which has 13.

Leading the six Sportsman classes in the race is Sportsman Motorcycle over 250cc which has 35 entries and Sportsman Motorcycle under 250cc which has 14 entries to date.

The defending overall champions are all in this year’s field: Roger Norman, Reno, Nev./Larry Roeseler, Boulevard, Calif., in the No. 8 Norman Motorsports BFGoodrich Tires Ford F-150 SCORE Trophy-Truck, the No. 1x Class 22 open motorcycle team led by Robby Bell, Sun City, Calif., on a Kawasaki KX450 and the No. 1a Class 24 open ATV team led by Wayne Matlock, El Cajon, Calif., on a Honda TRX700XX.

Among the many other talented entries from all over the world is the venerable Rod Hall, Reno, Nev., who is only individual who has raced in all 41 previous Tecate SCORE Baja 1000 races.

The legendary Hall, 70, of Reno, Nev., has a race-record 19 career class wins in this event and is the only driver to have competed every year (all in a car or truck class). Hall will be looking for two class wins this year as he is entered as the second driver for his sons Josh and Chad Hall in Hummer H3 vehicles in both the Stock Mini and Stock Full classes.

This year’s Tecate SCORE Baja 1000 desert race will be televised on a delayed basis as a one-hour NBC Sports special, in association with SCORE and Aura360, for the sixth consecutive year. It is scheduled to air on NBC at 2 p.m. (EST) on Sunday, Dec. 19 on the NBC Television Network. It will also air on a delayed basis outside of the U.S. on ESPN International.

In addition to season point class point championships, drivers in the Pro car and truck classes are also racing to earn prestigious SCORE Toyota Milestone Awards given to all drivers who complete every required mile of the five-race season. Being presented by Toyota Motorsports for the 24th consecutive year, a total of 16 drivers remain eligible after Round 4 of the 2009 SCORE Desert Series.

This race also features the prestigious Sal Fish SCORE IronRider awards presented to each motorcycle or ATV rider who completes the course within the time limit while riding solo. To date, 24 individuals have officially declared that they will be attempting to complete the course riding solo.

Thousands of off-roaders kicked off the high season last weekend with campouts and spinouts at Glamis, Ocotillo Wells and other desert hot spots.

Many rolled in a relatively new and inexpensive kind of machine - a cross between a golf cart and a dune buggy known as a recreational off-highway vehicle. More than 416,000 ROVs crisscross terrain from San Diego County to Maine, sometimes at more than 60 mph. Their numbers are swelling as recession-conscious hobbyists buy them instead of more expensive sand cars.

The federal Consumer Product Safety Commission says the ROVs were connected to at least 116 deaths in the past six years and are dangerous enough to warrant safety regulations. Last month, the agency said rules proposed by the off-road industry aren't adequate and started creating its own.

Some off-roaders say the regulatory push is an intrusion into their private affairs and a sign of government paternalism. At least a few think the crackdown is part of a broader attempt to squeeze off-roaders into smaller parts of the backcountry.

"Off-roading is a dangerous sport. Period. So is hunting and surfing," said Jay Langley, who works at Off Road Warehouse in San Diego. "There is no way that you can put enough safety features on one of these vehicles to make them safe."

The commission hasn't proposed specific rules, but agency documents highlight concerns about stability, "undesirable" steering characteristics and "inadequate" protection for occupants of ROVs, also called UTVs or side-by-sides.

Manufacturers define ROVs as off-road vehicles with engine displacements up to 1,000 cubic centimeters that are designed to travel on four or more non-highway tires. They typically come with a steering wheel, bucket seats, seat belts and roll bars and cost $10,000 to $15,000. Their cousins - all-terrain vehicles - have straddle seats, handlebars and no protective cage.

Ranchers and farmers were among the earliest ROV users in the late 1990s, but the machines' popularity took off when people started using them for hunting, racing and other recreation.

Langley and many other off- roaders say the main problem with ROVs is people "doing stupid stuff," such as letting children drive unsupervised and going too fast for the terrain.

Daniel Rosenzweig at Magnum Offroad in Vista, which specializes in safety retrofits, said stock ROVs can exceed 30 mph but can be modified to go faster.

"You figure 65 mph with that wheelbase is a recipe for disaster," he said. "People get in these things, see that they have got a roll cage and think they're safe and they go nuts."

Magnum Offroad adds doors, widens wheelbases and upgrades roll bars on ROVs. Typical customers are fathers who want a relatively inexpensive way to teach their children about off- roading.

"Because of their compact size, they are able to go a lot more places" than dune buggies, Rosenzweig said. "They are able to access a lot more territory likes nooks and crannies in the rocks and wooded trails."

ROVs are so new that no helmet laws, minimum age requirements or seat belt mandates apply in California, said Phil Jenkins, cq chief of the off-highway vehicles division for the state parks department. In contrast, anyone riding an ATV on public lands in California is legally required to wear a helmet.

Jenkins said state officials are talking about whether ROV rules are needed.

The Irvine-based Recreational Off-Highway Vehicle Association is developing voluntary safety standards and said the Consumer Product Safety Commission is jumping the gun with its move to develop rules.

"We are confident that through continued discussion and information sharing, an appropriate standard that reflects the input from all parties can be developed" through the industry process, it said.

At the Consumer Federation of America, senior counsel Rachel Weintraub cq applauded the commission. "The industry has gone where they want to go, which is not far enough," she said.

Weintraub said ROV manufacturers should have anticipated problems after ATVs sparked safety concerns two decades ago with unstable three-wheeled models. She said it's not fair to simply blame ROV users.

"The best way to prevent injuries is to look at the product and say, `What we can we do differently, knowing that people operate them in these ways, to diminish potential hazards?' " she said.

A Consumer Product Safety Commission spokeswoman said the industry's proposed voluntary standards don't fully address stability, handling and occupant retention.

Similar concerns prompted the agency to negotiate a recall with Yamaha in March after two Rhino models were linked to 46 deaths. More than two-thirds of cases involved rollovers and unbelted occupants, and the commission said many appeared to occur during low-speed turns on level ground.

"While we work on new safety rules for ROVs, I urge all riders and passengers to strap on a helmet, use the seat belt, know the terrain and never allow anyone under 16 to drive these vehicles," said Inez Tenenbaum, chairwoman of the Consumer Product Safety Commission.

Sue Cox, director of trauma services at Rady Children's Hospital, said her unit has dealt with 254 injuries in the past three years related to all kinds of off- road vehicles.

"What really is concerning to me is that out of this number of 254, 47 kids were under 10 years old," Cox said. "That is really a sobering statistic. What are parents thinking?"

Many off-road enthusiasts say the answer is responsible parents and drivers, not federal mandates.

"I think it's going to end up just ruining vehicles that are perfectly safe if you follow the manufacturer's guidelines," said Jon Crowley, publisher of utvguide.net. "When does the government get involved with something and make it better?"
